Springfield's Empowerment Zone Schools Thrive- A Model for Providence?


Rather than bringing struggling schools under full state control, Massachusetts created the Springfield Empowerment Zone Project, which delegated the management of the city’s lowest performing schools to a new nonprofit entity and formed Teacher Leadership Teams to implement changes at the school level. Schools under the project have seen significant improvement, with graduation rates rising from 47% to 86% since the new structure was put in place.
