    Fairfax County, Virginia, boasts the state's most ambitious program to divert cases from criminal prosecution to treatment courts, including for drug offenses and involving veterans. But all of the work by prosecutors to deliver a more therapeutic form of justice ends up penalizing the county under the state's formula for funding of prosecutor offices, which rewards felony convictions. Because the true workload isn't reflected in the funding, Fairfax has faced staffing shortage, leading to conflicts with the police over inaction on certain cases. The state has begun a lengthy study of the issue.

  • St. Paul recruitment program aims to diversify police ranks

    To boost diversity in its ranks as part of its outreach to improve community relations, the St. Paul Police Department created a two-year apprenticeship program that makes law enforcement careers more accessible by clearing the financial and educational barriers that stand in the way. Eight program graduates now serve on the force and two dozen more are about to enter the next police academy. Nearly all are people of color and low-income, and nearly half are women. The program pays a stipend while students work in the community and take classes, with counseling and mentoring services.

    As the nation’s largest city to embrace an alternative approach to responding to 911 calls in non-violent personal crises, Denver finished the first year of its pilot program having never needed police backup when its medics and social workers handled problems on the streets. About a third of calls to STAR (Support Team Assisted Response) came from police who saw STAR as a better responder to certain calls. In about 40% of calls, people in mental health or substance use crises received the services they needed without involving arrests or conflicts with police.

  • Rethinking policing: How Tempe de-escalation class changes officer behavior

    A controversial police shooting and other fraught encounters between Tempe police and residents prompted police to devise their own retraining regimen focused on de-escalation. The department observed other cities' programs and learned from its own officers who are known for defusing potentially volatile situations. After training some officers with the new curriculum, the department invited researchers to compare body-cam footage of trained and untrained officers. Though the findings did not show fewer shootings or uses of force, they did show a less aggressive, more calming approach.

    With a long string of questionable uses of force and huge payouts to settle brutality lawsuits, the Vallejo Police Department might look to nearby Oakland for one approach to achieving better, more accountable policing: a court-appointed monitor. In Oakland, a monitor since 2003 has had the authority of a judge's order behind him as he and a staff oversee the city's use of force, handling of complaints, training, and other operations. The costly process is not without critics, nor is the Oakland department trouble-free. But some see the monitor as a force for positive change after a period of corruption.

    After videos showed two Minneapolis police officers did nothing to stop Derek Chauvin from killing George Floyd, more than 130 police departments raced to sign up to train their officers on how to intervene to prevent fellow officers from using excessive force or committing other misconduct. A course called Active Bystandership for Law Enforcement (ABLE) trains officers who then take the training to the officers in their departments. The training seeks to overcome the insular culture of policing, teaching an escalating series of tactics to stop misconduct on the spot.

    Montgomery County's longtime crisis response center illustrates the pitfalls of embracing a policing alternative without proper resources or thinking through the implications. The racial-justice protests of 2020 inspired many more cities and counties to explore mobile crisis response teams instead of police, to minimize violence and get people needed help instead of incarceration. While Montgomery County's team often deescalates crises and can either provide care or refer people to needed services, it lacks the staff to respond effectively. And the system of mental health care is too thin for the need.
